S&T Popularization Scheme


Science and Technology has become a part and parcel of modern society and has entered into the fabric of our community life. The recent advances in the field of Science playing a vital role to change the way of life of common man. Educational institutions plays the significant role in promoting scientific temperament and attitude among the students. They shall be guided to explain their daily happenings in terms of science and not by blind belief or superstitions. Perfect understanding of science always demands direct involvement in some kind of practical activity in addition to theoretical knowledge. Educational institutions are the ideal places for incorporating this method of "learning by doing" through various science programs.

Keeping this in mind the science popularization division of the council supports various programs, mostly for educational institutions of the state. Some of the activities are also aimed towards the society as a whole.



Objective


  • To popularize science & technology in the state.
  • To spread scientific temper, to develop creativity and to inculcate spirit of scientific enquiry and to generate scope for activity based learning among the people of the state.
  • To disseminate scientific knowledge by means of various media.

MP S & T Network


For popularization and awareness of scientific programmes in universities, colleges to remote villages, M.P.S&T Network has been established. Mainly 3 tier networking is functioning at regional Extension Centre, Universities Co-ordinator Cell and Colleges at district level. Further networking has been done at tahsil and block level so that scientific activities can reach up to remote villages in the State.

Vigyan Mela


M.P.Council of Science & Technology has started the scheme of Vigyan Melas in order to create scientific awareness and science popularisation amongst the rural, tribal and urban people of the state. This scheme is a special scheme under Science Popularization as per the directions of Hon’ble Chief Minister, Govt. of M.P. The Vigyan Melas provides platform to Researchers, Scientists, students of the state.

Objectives

  • • To popularize science in general people.
  • • Demonstration and skill development of traditional techniques.
  • • Demonstration of research for new innovators.

Activities

So far, Vegyan Mela has beeb organised successfully twice at Bhopal, Rewa, Jabalpur, Indore, Gwalior, Ujjain and once in Sigrauli, Jhabua and Sagar. Under these Melas following activities has been carried out:

  • Face to Face with senior and eminent scientists of the country
  • Patent Awareness Programme
  • Demonstration of traditional techniques

Popularization of S & T in Rural School (Special Programme)


M.P. Council of Science & Technology has started a special scheme of Science Popularization in the 2011-12. Total 587 Higher Secondary Schools running under Tribal Department of Govt. of Madhya Pradesh located in 20 districts viz Sheorpur, Ratlam, Dhar, Alirajpur, Jhabua, Khargoan, Khandwa, Sidhi, Burhanpur, Betul, Hoshangabad, Chhindwara, Seoni, Mandla, Balaghat, Sidhi, Umariya, Shehdol, Dindori and Anuppur have been covered under the scheme.

Objectives

  • Encourage the students studying in the schools of rural areas to take interest in study of basic science subjects.
  • Procurement of simple and knowledgeable popular science books/exhibits
  • To provide scientific books/ charts/ models and activity kits for simple learning in rural schools.
  • Translation of science books and exhibitions available in Hindi/English into concerned regional languages
  • Arrangements of workshops/Demonstration programmes for the teachers/students and other participants.

  • Activity kits i.e. . Chemistry kit, Venus transit kit and popular sciences i.e Hands on, प्रकृति की प्रयोगषाला, मौसम, कुछ खोजें कुछ बनाएं, पत्तों का चिडि़याघर, ब्रह्यांड सुंदरी हमारी पृथ्वी, क्यों और कैसे, पंप ही पंप, पर्यावरण और आत्म-निर्भरता
  • Activity kits i.e. मौसम, जैव विविधता, भुकम्प, खगोली ; and telescope, posters of Vigyan Prasar will be provided to the schools very shortly.
  • A database is prepared to generate the whole information of schools, like science teachers, number of science students, drinking water, sanitation system etc. of school.

  • Teachers and students were showing keen interest in the scheme.
  • Information of sanitation system is collected during survey and on the basis of this further new plan is to be prepared.

Science for Socio Economic Dev


Science & Technology intervention are essential for social & economic development of society. Of the total population of Madhya Pradesh state, around 72.37 percent live in the villages of rural areas. The scheduled castes and the scheduled tribes constitute a significant portion of the population of the State. It is essential to include scientific input for their economic upliftment.

This scheme promotes Science & Technology based research, application of new techniques, transfer of advance technology & skill development for the upliftment of Tribal, Scheduled cast and weaker sections of the society.

This scheme supports projects and programmes for tribal, scheduled class population, women and other weaker sections of the society.

  • To promote R & D, innovative techniques, application of low cost technology.

Technology Demonstration


Various S & T based projects/programmers for rural areas are supported under this Category. Various technologies available in scientific institutions are transferred through Govt. organization/non govt. organizations/field groups in the rural areas for skill development and economic upliftment. some of the technologies like briquette technology ,bamboo technology, low cost housing technology ,Post-harvest technology including low cost grain storage ,Preservation & processing ,Scientific cultivation of lac & honey ,technology for various aspects of organic farming ,Production of Natural dye ,technologies for various artisans groups ,eco-friendly technology are promoted for the state.

  • Upgradation of Traditional/Existing Technology
    Opportunities and guidance are provided to upgrade rural technology and traditional technology. Information regarding availability of technologies in scientific institutions are also provided.
  • Promotion of Non-conventional Energy Resources
    Use of eco-friendly chullah, production of fuel through agri-waste (briquette technology), Use and production of biogas are promoted.
  • Promotion of Scientific Methods of Organic Farming
    Agriculture has been identified as a priority area. Various S & T based projects/programmes on post harvest technology, preparation & use of biofertiliser and biofuel, organic farming and other aspects will be promoted.
  • Promotion of Eco-friendly Technology
    Programmes related with eco-friendly technology like preparation of idols with other products (Mati shilp) , Papier mache work , Use of paper bags instead of polythene ,Use of Natural dyes in various types of handicrafts are supported to spread message and create awareness to protect environment .
  • Science &Technology for Women
    This programme is focused on women as specific target group. Council is trying to increase participation of women in scientific programmes and develop scientific attitude, among all categories of women. Self-employment and development of skill through training programmes , Seminar/Workshop/Camp, Training programme for skill development, R & D projects and Demonstration of Technology, are supported financially. Projects related with women friendly technology are promoted.programmes related with farm implements used by women to improve product and reduce drudgeryare supported.


Income Raising / Society based Programmes


Various programmes/projects are supported to help the traditional Artisans, girls /women of Govt. post metric tribal & schedule caste hostels , rural women & weaker sections of societies for skill development and employment generation. Support and guidance to various organization provided for training programme on jute shilp, sisal fiber product, leather product, papermache ,eco-friendly products, bamboo products, mushroom production, best from waste ,Dona-pattal making in jai & leprosy affected areas.



S & T Cluster Development Programme


It is an important activity for community development. Cluster development means complete development of selected unit of an area. It has been seen that People migrate in the other area due to lack of earning in Rabi season . It is due to lack of self-sustaining system in the area. Cluster development programmes with S & T inputs may help to resolve the problem, hence it is promoted Food processing, scientific cultivation of honey, organic farming, lac, terracotta /ceramic, bamboo, and lantana etc. clusters are supported



Other Programmes of the Council


  • M.P. Women Scientists Congress
    It is an annual joint event of MPCST and Vigyan Bharti (VIBHA) which is organized at different places of Madhya Pradesh. The purpose of this programme is to empower women through science and technology & promote young girls /women in the field of research.
  • Advance training programme
    Advance training programmes will be organised and various programmes/projects will be supported to help the traditional Artisans/Carpenters/ Blacksmiths etc. for employment generation, skill development and innovations.
  • Srijan yatra
    This programme has been launched in the 11th five year plan. The purpose is to promote excellence, innovation, entrepreneurship and skill development, especially among the youth of M.P. This programme is for unorganized sector. Exposure visits are organized by the Council under this programme.
  • Women S&T network
    MPCST is trying to increase the participation of women in scientific programmes. Meetings are organised to find out the opportunities ,ways and means to carry out scientific work through women representatives in their respective areas.
  • Gramin Vigyan Avam Prodyogiki Parv
    Every year Council organizes Exibition for artisans. The purpose of this programme is to provide a platform to artisans for discussion /interaction with Scientists and experts. Artisans demonstrate their technology and display their products.


R & D Facilitation Scheme


The one of the objectives of Madhya Pradesh Council of Science and Technology is to promote R&D activities in the State. The R&D Activities supported by the MPCST include increased knowledge in basic research, innovation and promotion of advance research, encouragement and training for young scientists. The Council also actively organizes and supports the Seminar, Symposia and Workshops in the State and provides financial support to the researchers for participation in International Conferences organizes abroad also. Individual attention is given to the traditional knowledge, for its scientific validation and documentation.

Seminars/Symposium/Work Shops


The scheme provides financial assistance to institutions for organizing Conferences, Workshops and Seminars in various fields of Science and Technology. The basic objective of the scheme is to bring together academicians and experts and to create scientific atmosphere among educational and research institutes. The scheme provides opportunities to State Scientists for discussion & interaction with National/International Scientist. This will provide an in-depth analysis of subjects and update the knowledge of the participants from academic/research institutions.

R & D Projects & Programme


Under this activity financial assistance provides to scientists/researchers/academician of different S&T institutes and non-government organization (NGOs) of the State. Research Design and Development activities are considered as an essential component of higher education because of its role in creating new knowledge and insight and imparting excitement and dynamism to the educational process. The objective of this scheme is to create and update the general research capabilities of the researchers and scientists of the various Institutes of the State. The proposal should include a specific project theme with clearly defined objectives, details of equipments, detailed plan and other research facilities proposed to be acquired and the expected deliverables from the project.

Documentation Validation & Transcription of Traditional Knowledge


 Documentation, validation and transcription of traditional knowledge scheme has been initiated by Madhya Pradesh Council of Science & Technology with an aim of documenting rural and traditional knowledge of tribal people of the state. Madhya Pradesh has rich biodiversity and traditional knowledge. Considering the changing flobal scenario, it is necessary to protect rich biodiversity wealth and traditional knowledge of the state and also to validate it scientifically.



Fellowship of Training of Young Scientist(FTYS)


 Financial Assistance provides to young talent to work with the latest equipments for expansion of their research plans and to work with distinguish scientists of the Country. It is believed that such an exposure will equip the FTYS trainees to initiate independently advanced research programmes in their respective institutions. Normal duration of training will be of three months only but in no case it will be less than one month. However, in special cases this can be extended up to a maximum of six months.

International Travel Grant


 One of the most effective ways to provide international exposure is by increasing opportunities of attending and participating in significant international conferences/seminars/symposium etc. held abroad. The Council provides Financial Assistance to scientists and researchers of the State for participating and presenting their research work abroad and to provide international exposure.

Silver Jubilee Fellowship


To commemorate its twenty fifth year of establishment, the Council initiated a scheme “Silver Jubilee Fellowship” in FY 2007-08. Under this scheme selected brilliant scientists/researchers/academicians, with proven track record, are provided special assistance and support to enable them to pursue fundamental research in priority areas of science and technology and to utilize their expertise in socio-economic development of Madhya Pradesh. The fellowships are fellow specific and not institution specific and have full academic freedom with well-defined objectives and deliverables as identified by MPCST.

Patent Research and Innovation Facility


Science & Technology is a key instrument for economic advancement and has been considered as an indicator of economic growth, which depicts the intellectual property of a particular country. With the advent of new economic policy, India has entered into the multilateral system of trade. India now needs strict intellectual property protection system in order to survive in a competitive market. A step in this direction has been taken by instituting a Patent Information Centre under the aegis of the Madhya Pradesh Council of Science & Technology with technical and financial support from the Technology Information Forecasting and Assessment Council (TIFAC), Department of Science & Technology, Govt. of India, New Delhi.



Objective


  • To create awareness about Intellectual Property Rights (IPRs) and enable Universities, Industries, Government Departments and Research & Development (R&D) Institutions for patent rearches.
  • To analyze the patent information on a regular basis and suggest new programmes for R&D Institutions.
  • Guiding the inventors in respect of patenting their inventions.


Services Offered


  • Scientists and their institutions are expected to keep track of development in areas related to patented inventions and inform PIC about possible exploitation and also violation of their patents.
  • For patentable inventions funded by a university/educational institution, applications for patents will be filed in the name of the university/educational institution with the concerned scientists(s) as inventors(s).
  • For patentable inventions funded by Central/State government agencies applications for patents will be decided by the terms and conditions mutually agreed between the funding agency and the research agency.
  • Requests for patent database search are entertained from scientists universities/educational institutions, government, industry and PSUs with a levy of nominal charges.
  • Queries on IPRs from inventors are quickly responded to.

An inventor should submit a brief write up regarding his/her invention along with keywords to the Patent Information Centre, M.P. Council of Science & Technology, to enable for its national & international search in order to establish the novelty and state-of-the-art of the invention.



Intellectual Property Facilitation Centre (IPFC)


Ministry of Micro Small and Medium Enterprises (MSME)

Micro Small and Medium Enterprises (MSMEs) in todays world are known as the engine of economic growth. MSMEs play a vital role in the overall industrial economy of the country. As per Census of MSME Sector, this sector employs an estimated 59.7 million persons spread over 26.1 million enterprises, also MSME sector accounts for about 45% of the manufacturing output and around 40% of the total export of the country.

Ministry of MSMEs, Govt. of India has set up Intellectual Property Facilitation Center (IPFC) for MSME at Patent Information Center (PIC), M.P. Council of Science & Technology Bhopal under National Manufacturing Competitiveness Program (NMCP). The IP Facilitation Centre exclusively for MSME sector will facilitate the filing of Patents, Designs, Trademarks, Copyrights, Geographical Indications etc. from the MSME sector. The IP Facilitation Centre will guide MSME’s on technical, legal and financial support to students, professionals industrialists and inventors in patent search and other IP data bases.

  1. To identify the IP needs of the different clusters from MSME.
  2. To help them obtain the rights on their IP.
  3. To provide legal, technical and financial assistance to them for protecting their IP.
  4. To have meeting with cluster development executives from time to time.
  5. To conduct training programmes to MSME’s on the significance of protection of IP.
  6. To associate with MSME’s along with the experts and officials from Government Departments/Universities.

National & State Awards


To encourage meritorious research in the field of Science & Technology, the State Government instituted three National and three State Level Awards for outstanding contributions in Science, Engineering & Technological Sciences and Social sciences. The National Level Awards of rupees One Lakh and a citation each have been named after Pandit Jawaharlal Nehru and the State Level Awards of Rs. 50,000/- and a citation each have been named after Dr. K.N.Katju award for Science, Pandit Lajja Shankar Jha award for Engineering & Technological sciences and Dr. Hari Singh Gour award for Social Sciences.

India's top scientists have been the recipient of these prestigious awards, including Dr. A.P.J.Abdul Kalam, Prof. Raja Ramana, Prof. Satish Dhawan, Prof. M.G.K. Menon, Prof. C.N.R.Rao, Dr. Mashelkar etc.

 



Mission Excellence Programme


To promote excellence, innovation, entrepreneurship and skill development, especially among the youth of Madhya Pradesh, a new scheme has been launched in the 11th five-year plan by the Government of Madhya Pradesh. While addressing the session in the Vidhan Sabha, Chief Minister of Madhya Pradesh, allocating the budget to Science & Technology department, announced the launch of Mission Excellence with the target of identifying and nurturing about 10 lakh students & youth from the state to be benefited from the scheme during 11th five year plan.

To promote excellence, innovation, entrepreneurship and skill development, especially among the youth of Madhya Pradesh, a new scheme has been launched in the 11th five-year plan by the Government of Madhya Pradesh. Aims


The ambitious and challenging programme, “Mission Excellence” is being coordinated by the Madhya Pradesh Council of Science and Technology, the focus of which is to identify the scientific talent from the target group of school and college going students, young scientists, skilled artisans, farmers and rural women working in unorganized sectors from the state of Madhya Pradesh and nurture them to excel in their selected field.

  • To organize Vigyan Manthan Yatra  Programmes for 8th to 12th class students ( science students of 11th & 12th Class ) to identify and select the talented students from the state of Madhya Pradesh for further nurturing and grooming them for excellence.

Vigyan Manthan Rewards

Special encouragement in the form of award and best scholarship for further studies is provided to excellent students, who are identified by a final test (at Bhopal), and their diary assessment . The test is conducted by independent Govt. Agency. Based on the above a final merit list is prepared. A total of 100 students are then provided scholarship from the year upto five years . The results is then posted on Council’s website and selected students are also informed by the post.

M.P Edusat & Telemedicine Network


EduSAT Communication network is a new form of informal education with the help of Education Satellite (EduSAT) this satellite is fully dedicated for Educational purpose in our country. It is on 2004 September 20th the satellite was launched in space by ISRO (Indian Space Research Organization).

SIT (Satellite Interactive Terminal) Bhopal is one of the centers of Vigyan Prasar EduSAT Network New Delhi. It intends to promote all types of education in our country and to convey education to the people of all walks of life. It also supports curriculum-based education, effective teachers training and community participation. Vigyan Prasar has established an EduSAT two way Audio – Video interactive communication network in association with Development and Educational Communication Unit (DECU) of Indian Space Research Organization (ISRO) Ahmedabad. It is mainly proposed for science communication/ science popularization purpose and also for disaster management. Vigyan Prasar has a well-prepared studio for EduSAT Interactive Network. In this entire network, this studio is called as teaching end. Since ours network is a two way communication system, the subject experts or teachers who conduct classes from the teaching end can see and interact with the people or students who sit at each SITs.

Telemedicine Network


Telemedicine is a mode of health delivery involving the transfer of medical information between distant locations with patients, physicians, other healthcare providers and medical institutions. It includes using telecommunications to link healthcare specialists with clinics, hospitals, primary physicians and patients in distant locations. For diagnosis’, treatment, consultation and continuing education. Thus, telemedicine that has abridged time and distance has made both time irrelevant and distance insignificant. Telemedicine is not a new form of medical treatment. Rather, it is a medium that helps deliver and manage medical care and prevention by taking advantage of information and telecommunications technology. A patient’s case history, records and reports are transferred miles, across for a second opinion. A live surgery can be conducted in the rural set up under supervision and guidance from the mentor/surgeon who would be viewing and providing consultation at same time from the city. Telemedicine system consists of customized medical software integrated with computer hardware, along with medical diagnostic instruments connected to the commercial VSAT (Very Small Aperture Terminal) at each location.



M.P Vigyan Network


For popularization and awareness of scientific programmes in universities, colleges to remote villages, M.P.S&T Network has been established. Mainly 3 tier networking is functioning at regional Extension Centre, Universities Co-ordinator Cell and Colleges at district level. Further networking has been done at tahsil and block level so that scientific activities can reach up to remote villages in the State.

1.About Young Scientist Program

M. P. Council of Science & Technology is promoting the young talents of the State by organizing Young Scientist Congress every year. The Congress aims at identifying budding scientists and providing encouragement to their research plans and programmes. This programme has attracted considerable attention and achieved appreciable success since its inception in the year 1986. The Council has organized twenty-seven M.P. Young Scientist Congress so far, in different parts of the State.

Every year M.P. YOUNG SCIENTIST CONGRESS will be organized on February 28-March 01. The Research Scholars, Faculty Members, and Scientists working in any University, College, Government/Semi-Government/ Autonomous Institutions of Madhya Pradesh are encouraged to submit research papers in the following disciplines:

4.Condition for Participation & Enclosure

  1. As on February 28, age should not be more than 32 years for men and 35 years for women.
  2. Candidates should have 2 years research experience after PG Degree in science disciplines as on February 28.
  3. In the case of Medical, Veterinary and Engineering disciplines the candidates should have 2 years research experience after bachelor degree as on February 28.
  4. The paper must bear single authorship.
  5. The submitted work should be carried out in the State of M.P.
  6. The full length papers of the awardees will be published by the Council as a Special Volume.

5.Enclosure

  1. Certificate from Head of Department and Research Supervisor, undertaking, biodata and abstract generated online from website along with all documents mentioned in the check list must reach to the Council on or before prescribed date.
  2. Certificate indication proof of age.
  3. Copy of the Marksheet of PG Degree in science disciplines or Bachelor Degree in case of Medical, Veterinary and Engineering disciplines.
  4. Five Copies of Abstract and full length Research Paper.
  5. The envelop must be superscripted: "…….MP YOUNG SCIENTIST CONGRESS", Discipline and Uniq ID.

6.Incentive to Awardees

  1. A certificate to recognize his/her research work.
  2. Cash prize of Rs. 25,000/- to Young Scientist Awardees.
  3. Fellowship for training in any National Institution under Council’s Scheme “Fellowship for Training of Young Scientist to be availed within 2 years after receiving the award.

7.Guideline for Abstract / Paper Submission

(Should be uploaded online and 05 hard copies)

  1. Minimum 250 words and maximum 300 words.
  2. The abstract must be written in English and its extent is limited to one A4 page in the following pattern.
  3. Subject discipline under which it is to be included should be written on top corner.
  4. The title of the abstract should be typed using the 14 pt Times New Roman bold font.
  5. The name of the author and their affiliation, Email address should be then typed with the 12 pt Times New Roman font using the regular and italic font style, respectively.
  6. Text to be distributed in three paragraphs using the single space 12 pt Times New Roman font.
  7. First paragraph indicating objectives and background details (about 50 words).
  8. Second paragraph materials, methods or experiment (about 50 words).
  9. Third paragraph highlighting the observations, finding, discussion and importance.
  10. The abstract must be free from mistakes since they will be reproduced as such.
  11. GUIDELINES FOR PREPARING FULL PAPER

    10. Each candidate should submit his/her research paper in separate envelope mentioning the discipline, Unique ID and “…..MP Young Scientist Congress” on top of the envelope.
